China Instrument and Control Society and Embassy of Pakistan in China Forge Partnership to Advance Science & Technology Cooperation——Four strategic cooperation pillars identified during August 24 exchange in Beijing
Beijing, August 24, 2026 — China Instrument and Control Society (CIS) took a significant step in people-to-people science diplomacy today, as a delegation led by Deputy Secretary-General Jian Zhang visited the Embassy of Pakistan in China for high-level cooperation talks. The two sides identified four major cooperation pillars and laid the groundwork for a robust China-Pakistan bridge in the instrumentation and related technology sectors.
CIS delegation, comprising Deputy Secretary-General Jian Zhang together with Mengyu Zhang and Zixin Han from the International and Public Communication Department, was warmly received by Ayaz Muhammad, Trade and Investment Attache at the Embassy of Pakistan in China, and Ying Zhen, Senior Trade Development Officer of the Commercial Section. The meeting focused on deepening practical cooperation in the field of instrumentation, measurement and control, with both parties reaching broad consensus on future collaboration.
During the dialogue, Deputy Secretary-General Jian Zhang presented a comprehensive overview of CIS's development trajectory, operational scope, and service platform. She outlined four strategic cooperation directions to guide the partnership forward.
First, academic and talent exchanges. The two sides will facilitate expert exchanges and joint academic seminars, explore mechanisms for joint training of young technical professionals, and share cutting-edge technologies and educational resources to foster mutual capability building.
Second, industrial-technological integration. Addressing Pakistan's infrastructure development and industrial upgrading needs, the partnership will promote enterprise-level collaboration and innovation, support the deployment of proven technical solutions, and drive sustainable development through technological advancement.
Third, technical standards and achievement commercialization. The cooperation will encompass the exchange of best practices in testing and standardization, the localization of advanced technologies, and the acceleration of transforming scientific research into real-world productivity.
Fourth, exhibition and platform cooperation. Both parties will support mutual participation in key professional exhibitions and academic events, establish a regular bilateral communication mechanism, and align emerging technologies with practical industry demands.
Ayaz Muhammad welcomed the delegation and expressed his appreciation for the detailed introduction. Having gained a thorough understanding of CIS's platform strengths and resources, he responded positively to all four proposed cooperation directions. He emphasized that Pakistan looks forward to working with CIS under the framework of the Memorandum of Understanding, to advance concrete projects for mutual benefit.
Deputy Secretary-General Jian Zhang proposed that the two sides begin by participating in each other's academic and industrial events, building mutual understanding and trust as a foundation for deeper, multi-dimensional cooperation. She extended a formal invitation to Ayaz Muhammad to attend CIS's series of academic conferences and professional exhibitions scheduled for 2027. Ayaz Muhammad accepted with pleasure, pledging active participation in CIS activities and a shared commitment to advancing China-Pakistan cooperation in the instrumentation industry.
This milestone visit formally establishes working relations between CIS and the Embassy of Pakistan in China. As a platform for non-governmental science diplomacy, CIS remains committed to serving China's broader diplomatic objectives and expanding the Belt and Road science and technology cooperation network. Both sides will use this engagement as a springboard to translate cooperation initiatives into tangible outcomes, injecting new scientific and technological momentum into the China-Pakistan all-weather strategic cooperative partnership.
